An act of Congress on May 6, 1918 authorized the Post Office Department to carry the mail by airplane and set the rate of 24˘ per ounce. This made it necessary for a new stamp to be prepared by the Bureau of Engraving and Printing. As this was the new method of carrying mail, a distinctive stamp designed with color was created utilizing the patriotic colors red, white and blue. It also featured the image of the Curtiss Jenny Airplane from a photo furnished by the War Department. Thus, America’s FIRST Airmail stamps were born! The 24˘ (Scott #C3) was used on the first airplane mail service between Washington, Philadelphia and New York on May 15, 1918. The postage rate of 24˘ included immediate individual delivery.
On July 15, 1918, the postage rate was reduced to 16˘ (Scott #C2) for the first ounce and 6˘ for each additional ounce. The rate was later reduced on December 15, 1918 to 6˘ per ounce (Scott #C1). This was valid for the same three-way service.
